claws-mail-tnef-parser software package provides TNEF attachment handler for Claws Mail, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install claws-mail-tnef-parser
claws-mail-tnef-parser is installed in your system.
Make ensure the claws-mail-tnef-parser package were installed using the commands given below,
